The HHS office in charge of government-run health care programs, Centers for Medicare and Medicaid Services (CMS) is supposed to manage access to basic health care for some of the most underserved Americans. However, the influence of the anti-abortion lobby over CMS has been clear during the Trump administration with policy changes such as its proposed rule that would require health care issuers bill patients separately for abortion services.
