Office of the Assistant Secretary for Financial Resources

The Office of the Assistant Secretary for Financial Resources (ASFR) is responsible for all of HHS budget, financial management, and both grants and acquisition management. This includes managing funds directed toward the department’s programs related to the influx of children being detained by HHS because of the Trump Administration’s manufactured child separation crisis, as well as programs constituted by grants such as the Title X family planning program. As evidenced by the changes to Title X grant guidelines made each year by Trump’s HHS — which have created more room for anti-abortion, anti-birth control organizations to seek funding from the already under-resourced family planning program — the agency appears determined to undermine what remains the only federal family planning program by attacking its very essence.
