The U.S. Department of Health and Human Services Office of Global Affairs (OGA) is charged with “global health diplomacy” initiatives. OGA officials work with colleagues from the State Department, USAID and the U.S. Mission to the U.N. Under the Trump administration, these initiatives and collaborations were detrimental to reproductive health care and included the Helms Amendment and the Global Gag Rule.
